Delta Habitat Conservation & Conveyance Program (DHCCP)

Program Description:
In 2009 Hallmark Group began managing the Delta Habitat Conservation and Conveyance Program (DHCCP), tasked with addressing the state of California’s need for a more reliable water source and protecting the delicate Delta ecosystem. The goal of the DHCCP, in conjunction with the Bay Delta Conservation Plan (BDCP), is the completion of the Habitat Conservation Plan (HCP) and the Natural Community Conservation Plan (NCCP) in addition to the Environmental Impact Report (EIR) and the Environmental Impact Statement (EIS).
After carefully analyzing the state of the project the Hallmark team worked to define the organizational structure, build working teams with clear functions and reporting responsibilities, implement a process for issue management and resolution, identify significant milestones and created detailed scopes of work to eliminate overlap. Hallmark Group also executed a comprehensive financial accounting management system to produce accurate and up to date budgets, cash flow reports and projections for the DHCCP which aided in the strategic planning of the future of the project. Most recently, the team has successfully implemented a master schedule marking a significant achievement where Hallmark effectively coordinated efforts among the Department of Water Resources, the U.S. Bureau of Reclamation, the Department of Fish and Game, National Oceanic and Atmospheric Administration-National Marine Fisheries Service (NOAA-NMFS), U.S. Fish and Wildlife (FWS), Cooperating Agencies, Advisory Groups, Committees as well as Environmental, Scientific and Engineering Consultants.
