Hallmark was contracted to form the Eastside Water Management Area (EWMA) in order to ensure that landowners in the eastern portion of the Subbasin who own lands that are not within the boundaries of existing water agencies interests were being considered in the development of a Sustainable Groundwater Management Act (SGMA) plan.
Results: Hallmark assisted in the formation of EWMA which currently has 42 members who own approximately 35,000 acres. The services provided by Hallmark include budget preparation, administration, project controls, schedule management, contract management, outreach, facilitation of Board of Directors meetings, and coordination with the Kern Groundwater Authority.
