Jim has over 40 years of expertise implementing initiatives to meet California’s water needs. Formerly the General Manger of the Kern County Water Agency, he utilized exceptional technical expertise as a licensed Grade IV Water Quality Analyst and licensed operations and distribution manager to oversee operations and maintenance for the state’s second largest water user. In addition to broad water-supply management responsibilities, Jim was responsible for asset management, modernization decisions, and energy investments. Jim serves at the forefront of groundwater policy and initiative implementation managing Groundwater Sustainability Agencies throughout California.
