Richard Welsh

With almost 40 years in the Federal sector working on implementing heavy civil construction infrastructure projects, Richard has a unique perspective and experience profile for water projects.  His last 30+ years have been devoted to California based water infrastructure projects. Richard has been instrumental in the planning, design, procurement, and construction of multiple highly challenging and environmentally sensitive projects that were completed within budget and schedule in a matrix of risk and obstacles.   At the Hallmark Group, he will direct the Water Infrastructure Division to support the projects through the planning, design, procurement, and construction phases to improve California’s water supply and resiliency for future generations.
