Director of Water Policy

With more than 40 years of experience Tom brings a unique perspective to working on California water matters. For more than two decades, his primary responsibility was representing the nation’s largest agricultural water district at the state and federal levels. Tom’s work involved drafting legislation and making appearances before congressional and state legislative committees, negotiating multiple contracts with the United States for water service from the Central Valley Project, negotiating resolution of complex water management and allocation disputes, creating management structures for large water projects, drafting agreements to implement large scale environmental restoration projects, and financing capital projects.
